It looks like one of the many artist interpretations of the Greek/Roman Goddess of Justice, with columns in background likely to be in front of a courthouse. The most recognized version is in front of the US Supreme Court. Some statues have books to symbolize contemplative thinking.

The idea of a woman portraying Justice dates back to the ancient Greek and Roman images of Themis and Justicia. Themis, the Greek goddess of justice and law, was known for her clear-sightedness. In Roman mythology, Justicia (Justice) was one of the four Virtues. The others were Prudence, Fortitude, and Temperance.

From that list it would be Clio, daughter of Zeus - also known as "the proclaimer", she is usually depicted with a scroll or tablets.

Man, I knew that all that time I spent learning the Roman, Greek, and Norse mythology would pay off some day!
