Why all the headlamps output are so low?

I found this for those of us down under

- screw-lock battery case (? more durable than most others with a plastic snap)
- 2 separate switch: on/off and modes.
- and battery indicator. those features are interesting
- Low is useless (not low enough I mean) 80 lumen vs Hi listed at 130
- Price: not ridiculous
