Is there a somewhat floody drop in for a 2D mag that would run on a pair of D sized LiIon cells?

The Malkoff Quad is one. Check out Elecktrolumens as well.

You might want to consider a matched cell pack for a 2D instead, all the links and info you need can be found here. This works well for me with the Quad.

Any drop-in that takes 6 batteries(9v) would work.

Not sure about floody though. Maglites are naturally throwy when focused. You would probably need a diffuser, textured reflector, or a different reflector.
