The LED will generally convert more energy into light than the HID will.

The best HID lamps can deliver 100 lumens per watt, but it takes high powered HID to do it, generally upwards of 400 watts. Smaller HID lamps are usually considerably less efficient. For example a 10 watt HID only delivers about 50 lumens per watt. Basically at low power levels the ballast losses are considerable. So unless you are looking using lamps of 400 watts or more the LED is going to win. The exception is a special case. Low pressure Sodium (SOX) can exceed 200 lumens per watt, but the CRI is horrible. Basically it is a monochromatic yellow...

Most automotive ballast/bulb combinations produce about 100 Lumens per Watt. Even the typical 35 Watt ballast is doing around 90 to 95 Lumens per Watt. It doesn't take 400 Watts to achieve 100 Lumens per Watt. The Welch/Allyn 10-Watt HID was a real dog but I guess not bad for it's time.
