I'm looking for a single or dual mode white led light with an output between 10-20 lumens. Uses 1-AA or 1-CR123A battery. 20 or more hour runtime. Regulated or unregulated. Waterproof or water resistant.
 
Peak makes several that they can "tune down" to meet that criteria. Pacific or Caribbean comes to mind. If you get the luxeon version, they are on sale now.

Some of the cheap 3-9 5mm LED lights would be in that zone, wouldn't they?
 
What about a minimag or mag solitare with the SMJLED2? I got a arcmania smjled in my 2aa mag and it really is a gem; got over 25 hours of continuous runtime on plain old alkies, and lithiums are supposed to really wake it it.

I have a arcmania smjled in a minimag too, its the best kept secret in the flashlight world as far as I am concerned

Tekna Splashlight seems to best fit that poster's description.

I've got a red Inova X5 and that goes on forever. Funny thing is it's too bright (for a red light anyway) on fresh cells. I think everyone should have a bomb-proof light that uses 'dead' cells - otherwise, it does not seem a great use of 123 battery chemistry, to me. If I want a low-level Light, I'd go AA.
 
Have a look at the LiteFlux LF series. While they have a lot of options the two basic levels can be programmed to whatever level you want, from barely visible to full power (100 lumens or thereabouts). They are very tidily sized. I have the (CR123A battery) LF3 and it is smaller than a Fenix P2D.
