Bad Rcr123????

I purchased 4 non protected RCR123s 3 seem fine, but one came at .14v and when I stick it in the charger the light is green and won't charge it? Is it a bad cell?
 
A Li-ion cell left to rest for a while, and then reading below 3 Volts, should be considered defective and not attempted to recharge!

It depends...

You will get the best cycle life from your cells if then end up with a resting voltage of around 3.5 volts.

If you work at it, and end up with lower resting voltages in the 2.5 -2.999 volts, it is best to start the charge at around 100 mA until the voltage is back up above 3.0 volts. Then you can proceed at a normal charge rate.

This is a gray area. Different brands of cells respond to over discharging differently, so there is no hard fast rule. However, if you end up with a resting voltage of around 3.5 volts, no special precautions are required during charging.
