Bike light project in need of tech help

hi

im jay and i am a design student from the uk. i have designed a rear light that fits onto/into my saddle so its fully tucked out the way for a clean look instead of plonking horrible bits of plastic mount all over the place.Also to stop theives nicking it

i have the design skills and equipment to make anything ie cnc ,rapid prototyping, full workshop etc

But i do need help on what the best leds/ batts switchs etc to use.
i would like i nice strong light with good flare so cars can see me from the side. rechargeable batterys would be good.

i have a budget of £30-50

i will scan my sketches in later on and post them up
