My semi-educated guess is that this is for a *complete* light that just happens to be blue on the outside. They are just a few bucks more than the standard complete lights because of the more expensive, small-run color.

I noticed that depending on the light in the room it can sometimes look purple.
I opened the box up in the kitchen and the light looked purple /ubbthreads/images/graemlins/confused.gif then I went into the dinning room and it was blue.
