Break in charge on C9000

I am doing a break-in on some 2700 mAh cells. I set the capacity to 2700 and noticed that one of the cells has just entered the "REST" period after charging. It's showing 1.43 v and 3900 mAh. If the break in is supposed to put in 1.6x capacity, it should end at 4320 mAh. At 3900 mAh, the capacity would be 2437 if it is putting in 1.6x.

I haven't checked the capacity during a break-in before, but it only put in 1.44x.

Has anyone seen this before? The cell was quite cool when it switched to rest mode, so it couldn't be a temperature issue.
 
1.44 + 0.16 = 1.6.

During break-in, the C9000 charges for 16 hours at a 0.1C rate, but with a 90% duty cycle, hence the 10% difference.

It's well documented in some of the older c9000 threads (2007 from memory).
