Is it possible to get good supercaps if you live Canada?

My instructor mentioned that because of exporting restrictions (I think by the manufacturer), some of the better (Last time I checked, the highest cap I saw was 12F at 2.5V, but I think he means better ones) supercaps are pretty hard to obtain if you live in Canada. Simply because, no one would (or is allowed) to ship them into Canada.

Is this true?

If not, where would I get these? I'm aware of digikey, but never bought from them. The same restrictions probably apply to them too.

Main purpose would be powering LED cycle headlights.
