Have you seen the Tigerlight FBOP? You may have seen Jack Bauer with one on 24. I think it is eight inches long. It was designed for the Federal Bureau of Prisons.

yeah that. the tigerlight is as durable as it comes, rechargable, throws well, and relatively compact. it costs about 100 dollars.

a very small light does not sound consistent with the need to use it as an impact device.

5. Durable in case I have to beat in inmate with it. Purely seld-defence.

although I'm 100% with the idea of self-defense, I'm not sure "beat in inmate" is the best way to put it. But hey, you the cop.
