LED on a Stick?

Does anyone mass produce a small EDC that meets these criteria:

-Mass produced, not CPF custom built or one-off
-Open emitter, all flood, no optic or reflector.
-Tailcap twist or clicky
-No parasidic drain while off.
-2-3 modes, from 3-200 Lumens OTF.
-18650, 14500, 16340 sized, tube shaped with the LED firing forward, on the end of the stick.
-Tail-standing
-Water/splash resistant
-Nitecore, Novatac, Surefire, Zebralight quality levels for fit/finish/feel. No cheaper feeling than an Akoray.

Imagine a gerber IU... but multi-mode, with an XR-E running at ~800 mah. Does this light exist?
 
The now-discontinued JetBeam Jet II IBS most closely meets all your criteria; the head/reflector assembly of the light can be removed so you get 180-degree pure flood. 1x123/16340, 225/250 lumens max, 2 lumens min, three user-settable modes, was ~$60. I think the IBS system has a very tiny parasitic drain, and the button sticks out slightly so it can only do a lopsided tailstand.
