Lithium HAZMAT shipping charges?

When did this start? BatterySpace is now charging $25 additional charge per order for any lithium cells shipped, even on the safe chemistries. I have not seen or heard anything like this until now. Are they the only one's charging this new fee?

I have lot's of Lithium batteries of several types and have never been required to pay a $25 fee.

I need some enlightenment, thanks.

1. Post in the correct forum.

2. Lithium cells are strictly regulated for transportation purposes, and cannot be shipped on passenger aircraft. UPS and FEDEX charge the surcharge, not the Govt. USPS does not require a surcharge.
