Here's the deal:
The 900 lumens is a lie. They take the maximum theoretical emitter output of the P7 at the maximum possible amperage and the number was 900.
Later they downgraded the rating to 700, but all the ebay, DX, etc sites list 900 lumens.
These lights are NOT driven at 2.8 amps, and only about 80% of the lumens make it out the front anyways. Less through their crappy plastic lens.
Just because deal extreme has lots of P7s doesn't mean that is the way to go. An SST-50 light can be just as bright and probably a better thrower. An MC-E is very similar to a P7 with little actual difference.
Note that a single 18650 is generally not enough to drive a big emitter at the full amperage, so your brightness will be less.
About the best I can think of is the MG P-Rocket at shiningbeam.com. It is reasonably priced at <70 bucks, uses a 18650 and has a small reflector for compact size and is rated at 800 lumens with a SST-50. It will get hot pretty fast though as a small light simply cannot sink enough heat to run at maximum output for long.
However, it is not really a 'thrower'.
Note though that ALL lights that can produce 700ish lumens will still throw fairly well. Unless you have a need to see 500 feet off on a regular basis, you don't need a 'thrower'. Even the floodiest MC-E light like the itp A6 Polestar still lets you see pretty darned far at night.
