The website says it's just a picture and specs the company wanted them to display. It says that when they are told to start pre-ordering they will, until then it's just a display.

Hopefully the price is to defer people from pre-ordering, but I'm sure somebody will do it anyway, and hopefully they actually charge them hehe

A case has just been ordered for each member of the U.S. Congress, and several more by the White House. Something about stimulating the economy. You would think Viagra would suffice.
