A friend gave me a mitutoyo digital micrometer as he got a new one. Only problem is that it will not close all the way down. Is their anyone or anywhere that can fix this? Or would I be better off just getting a new set? I would really like to use them as god intended and make sure that its measuring properly but if its going to cost the same as getting a new set, then forget it.

That sounds like a user repairable problem.
Most micrometers have a way to adjust the position of the body within the frame, usually secured with a set screw.
If I were you I'd try to find the owner's manual on-line and see what it says about adjustments.

I got all excited when they said they had Federal dial indicator crystals, but they don't list the model I have. Bummer.
