I have a quark that is behaving badly and I wanted to see if anyone else has seen the same thing.

What should the average Quark low voltage head be pulling with a Li-Ion cell?

Running turbo...
I measure my R2 tactical at 1.40A, the 123^2 XP-G R5 at 0.85A and then the Neutral XP-E Q3 at 2.4A with both 16340 and 14500's.
These cells are around 4.1v at the moment.

This is my third meter as I didnt trust the readings off the others.

It seems to punish the cells till the protection circuit kicks in and then they seem to bounce back and allow low mode operations again. Either its the protection or the quark itself is shutting down after a few minutes of this high output.
Output is very high but unusable due to short runtimes with this cutting out.

On low modes this light is great and I use it a lot with the prism headband around camp.
What variation could cause this and is it defective?

I thought you would've sent this light back for repair by now :poke::D. 2.4A isn't normal and I would definitely send it back for repair or replacement under warranty. 2.4A is taxing those cells pretty hard too. Rule of thumb is 2C, so 750mAh x 2 = 1500 or 1.5A, so 1.5A is supposed to be the maximum safe discharge rate for the 14500, and although the 16340 is rated at 750mAh, I think I've read that it's closer to 500-ish mAh.
