Question re. Part in Fury

I read about this part in a post, but can't seem to find it. What is the thin flat (what looks like a) washer, located between the head and body? After cleaning the light, I turned the light on, and only got the high mode. OK, took the Fury apart (head, body and tail cap) and found I'd flattened the two lock tabs. Tried placing the washer back in, but still produced only the high mode. After reading the earlier mentioned post, I left the washer out, and wah-lah, got two modes. Anyways, just wondering what is it's purpose?

I think it's there to improve the contact between the end of the body tube and the gold ring around the edge of the battery contact board.
