Shipping Li-Ion batteries? Regulations?

I've been trying to look up information on shipping Li-Ion batteries (preferably via USPS Priority Mail) and the regulations (or mish-mosh thereof) are just about unintelligible.

I'm shipping 18650 cells (max of 12 cells at a time) and assuming they're well packaged and prevented from short circuiting, what else do I need to worry about? Do I need to ship them as hazardous materials? Do I need labeling on the boxes? Also, what about shipping to Canada?

Does anyone have experience with this?

There is info somewhere on the USPS site about shipping such items.
I can't recall where now.

Labeling is required. The amount of lithium involved determines whether they go by road or air.

Do a google search for "USPS lithium battery shipping" and you'll see some documents from battery companies regarding it.
