Toyota Camry dash lights?

My dad is driving a rental Camry as his car is repaired from an accident.

It is the current model and has a skyblue light around the radio controls. The gauges strobe as if driven from a switching power supply.

What light sources are these?

Nice to see other light sources finally making it into automobiles. My 2004 truck is still mostly incandescent except for some warning indicators.
 
Sounds like LED from a PWM source at too low a frequency.

PWM flashing blue? They must not have done any usability tests for this model year. They made it as distracting as possible.

No, the light around the radio is solid (no strobe) and has the sky blue (pastel blue, really) color. The gauge lights strobe. They look fine looking at them, but I noticed the strobe when turning my head. The numbers are neutral white and the needles are orange red.
 
Anything on a Toyota product, especially the gauge cluster, is there for a whole list of reasons researched by teams of engineers.. I'd wager they went with a PWM-type light source since blue light can help induce sleeping - rather than having to switch to some other color, they kept the blue and made it very eye-catching, particularly in your peripheral vision.
