USB power bank box that takes my own batteries (need not charge them)

I want a USB power output "box" where I can use my own batteries and charge them externally. Two 18650s would be enough.
EDIT: by "externally" I mean all I want is regulated power out, not a charger.

XTAR DRAGON VP4 Plus. Other XTAR chargers can also act as battery-powered USB banks.

I know of the XTAR PB2(s) and Nitecore F2 that both act like charger and powerbank. Both work with 2x18650.

Just get an Xtar PBS2 for ~$15-$17 and be done with it.

Bonus points if you pick up some 21700s to go with it.

i wonder if my xtarvc8 has that function, it would be very cool if it did, guess i wont know till i get it, it's stock in PA post office for over 10 days already
 
I have used a single-cell Fenix LiIon charger with a USB plug to charge my smartphone using any 18650 etc.

Am not sure of the model, but I could take a quick pic if that would be of any assistance ?

Anybody know where to buy a battery holder that is encased fully? Hopefully with a USB jack for output? Otherwise I can add wires with the appropriate jack.

The XTAR PB2, PB2s and PB2c have the batteries fully covered inside the case.

So many of these powers bank shells in Banggood, I do like the 2-way pd 18w charging/power sharing.
