What's a good $15 - $25 flashlight with firefly/moonlight mode (1-3 lumen) ?

AA AAA or 18360 battery.

I had a couple of them but it got stolen. And I miss it. Sometimes you don't want to signal the neighborhood you're looking for your whatever.

Incandescent Mag Solitaire meets those criteria, except for the price. The LED version is much brighter.
But I'd be tempted to go with something like an LRI Photon instead - a bit over your output target, and a different battery, but tiny and easy to use.

On a fresh AAA battery, an incandescent Mag. Solitaire is going to be closer to 5 lumens. But a slightly depleted alkaline battery should be around 1-3 lumens.
