Where would an 18650 vent?

I've got an AW 18650 2600 maH that has three places on the side, near the negative end, where the black wrap is missing. It's almost like a little square. Here is a picture:

Now, I have two of these batteries. Both have been in the same charging ports, both have been in the same light.

I remember once, I was taking this one out and heard a hissing sound. I thought it might have vented, but wasn't sure because nothing else had happened.

Then I saw these holes in the wrap and it's new. So I'm just wondering if the missing wrap was from it venting, or if it's just a random event where it was torn off.

Mainly, I'm making sure it's still safe. It holds the same charge and seems to be ok as far as performance.
 
And remember that these cells as all electronic devices work on smoke. Once the smoke escapes from them, they stop working. And you would probably notice if a cell like that vented on you :popcorn:
