I don't know why they need a 19V pack, but I know that my 14.4 volt, 4800mAh battery has a listed charge rate of 3.8 amps. So that 19V is probably pulled way down just charginging that battery.
Actually, I have 2 Acer lappies. My 3100 came with a 19V pack and a 14.V 2000mAh battery. I got a 4800 as a new primary and the 2000 became backup. Then I got an Acer 5610Z with an 11.1V 4000mAh battery and the exact same 19V pack. And, since both puters use the same battery packs, I can safely switch all the batteries among the 2 machines and keep one PSU at home and one always in my bag.
A long winded way of saying, they probably just build a few PSUs and have regulators in the PC to control the voltage.
Makes it a lot cheaper for the OEMs.
