First Off, Price Cap Is Set At 600 Dollars USD.

Some Basic Requirements:

-Made In the USA
-1 Or 2 Levels ( Regulated )
-Ability To Use Lithium Ion And LiFePO4 CR123A Batteries
-HAIII Or Titanium Finish
-Tough As Nails ( Must Be Able To Cope With Daily Abuse )
-Sapphire Or UCL Lens ( Must Be Tough And Scratch Resistant )
-Good Runtime

Im Looking For A Good Transition Between The Hotspot And Spill.

Basically A very smooth Beam.

EDIT:The E1B Has Been My EDC For About 3 Months Now. The Finish Is Really Starting To Wear. I Need Something That Is A Bit Tougher.

It Looks Like What You Are Looking For Is A McLux Ti PD-S Or A LunaSol 20. The Mizer Option Increases Runtime And Either Of Those Lights Meet All Of Your Stated Requirements. Fully Regulated And Runs Great On CR123 Or RCR123. Great Transition Between Flood And Spill (A Perfect Beam), With Two Levels. Made In Hawaii, At Or Under $600.

The Lunasol 20 Does Look Very Promising. Over The Past Few Days I Have Been Looking And Searching Through Old Posts Trying To Find Out As Much As I Can About This Light.

This Light Uses The Piston Drive System, Correct?

Does Anyone Have Any Comparison Pictures To Other Lights?( For Size Reference)

You're In Luck, The LS20 Is Scheduled To Go On Sale I Think Today. It Is The Same Size As The PD-S But Slightly Shorter.

Is The Pocket Clip Removable?

I Really Need to Sell A Few Things In The Marketplace Before Purchasing This Light.

You will not be disappointed.

However, Carrot, I believe the LS20 is just a touch LONGER than the PD-S, not shorter. Though it is possible that I remember incorrectly.
