It's not a matter of just slapping a PCB to the end of the cell. Protected cells have a very thin metal strip that goes from the positive terminal to the circuit, and that needs to be insulated from the main body.
There are PCBs you can use to protect a bare cell, but they connect to both terminals and aren't any good if you want to use the cell in a flashlight.
If you don't want to use it in a flashlight, you can find the PCBs on batteryspace and sparkfun, if memory serves me right.
