Any usb Type C powered lights

Think that would be a good option for a tailstanding light during power outage.
You just plug it into a portable powerbank~Type C cable and not worry about runtime.

A few of the USB charging lights (but not all) can be operated while they are charging. Some only have lower modes and some have all modes. This is useful in a bicycle light for instance in case you want to extend your ride.
I don't have many USB-C lights, but I just tested a Wurkkos TS21-Anduril 2.0 and it will turn on and ramp up brightness even with the body completely detached.

Was thinking of like a 26650 flashlight that could run off the battery or Type C (with no battery in it)

Do have various DC voltage filament led bulbs that I run of different Li-po batteries (2S~4S)
also some usb powered filament led bulbs
 
With Fenix bike lights at least you can swap the cells easily if you run out of power.
