Battery pack advice needed for Whelen TIR 3 LED bike lights

I'm a total noob when it comes to electrical stuff. I was considering using a whelen style TIR3 warning light for a bicycle tail light application because its bright, but these lights are designed for emergency vehicle application, so I don't know if it's possible to come up with a modified power source for it?

I believe it is a "3 watt" LED, 390 mA at 13.6 VDC.

And later upgraded to run off one of my DiNotte lithium-ion battery packs, which allowed faster charging and more reliable connectors. I believe the DiNotte packs contain 2 x 18650, thus 7.4V nominal:

If your Whelen is like my Nova, the input voltage won't have to be in the 12V-14V range to get spectatular results. In that video, the light above the BULL is the Planet Bike SuperFlash running steady-burn. No comparison. The only pre-built bicycle lights that compete with a TIR3 or BULL are the DiNotte 140, DiNotte 400, and the discontinued red version of the DiNotte 600L.

I know this is a very old thread, but this is what I am thinking about doing with my bike.
 
I run two TIR3 on my motorcycle. One as a running light at 50% and the other as an auxiliary brake light at full power. :faint:

Are any of those available with a cigarette lighter plug so I can just plug it in to a 12 volt outlet?
