BugOutGearUSA problem/contact details

Have ordered a pila battery charger for my flashlights from BugOutGearUSA, who after two weeks came up with an email stating that I have to pay for shipping ... I did so ... they sent me a second chaser and I presented them a paypal proof of shipping payment ... and from that I never heard anything else from them. Communication was always done by email and now am trying to contact them via phone but cannot reach them ... is it because it's toll free and due to me being outside US (I live in Malta Europe) that means I can never reach them by telephone?

Maybe someone can help me provide me with any suggestions as I need this charger very badly and at the same time am really worried that I'm going to be left without a charger which I already paid for
