Let's say there's a blackout, and you have two identical flashlights.
Let's say you used flashlight A once, and fliashlight B twice.
Now, which flashlight used more power?

Duration of use factor, because they use the same energy.
How long was each ON, would be the question.
If the pulses are the exact same duration for the both lights;
one light pulses 25 times a second and another pulses 35 times a second,
the light pulsing 25 times a second is spending less time ON and will ultimately have a longer runtime per battery.
