The rubber on the Bolt is not tacky, but it is grabby to a certain degree just like any relatively soft rubber. Yes, you could definitly cut it off, but I personally think it is a big selling point. In colder weather it will definitly be nice to have, but perhaps that is not a huge issue in Tenn. 
, like it is in Michigan. Another thing I like about the rubber is, it makes this light the only light I have ever used that I do not mind putting in my mouth and biting on to hold in place with my expensive upper bridge work, lol.
As far as buying locally, I think you will be able to at some point. I am pretty sure like other Inovas the Bolts will eventually be offered at Target stores. I have not seen them there yet however, nor have I heard of anyone else finding them there yet. I was waiting on that to happen before buying mine, but I got too impatient and ordered off Ebay.
