Surefire mastered the throw/spill mix decades ago. However, 250 will only get you about 1000 lumens. The olight Marauder 2 would have been a good throw and flood as it actually has a switch to change between, but since the sale is over 250 won't buy it.

lol...Since you already have the NR, just gift him your PH50. PH50 + diffusion lens is a serious flood monster.

Wow-effect will go away after a while. I had an Olight Warrior, his low mode was not weak enough, I would say too strong for edc, inconvenient to use indoors, and he sometimes turned on in his pocket and once almost burned my clothes. Haikelite HK90 in my opinion it is optimal, it has a good low mode and an excellent bright maximum, although him have to spend some time with the instructions to figure out how and where to click. SF is good in terms of throw and spill, but if someone comes to it with Streamlight ProTac HL 5-X for $80, then he will be disappointed with such spending on insufficiently bright light))

wondering if anyone had an opinion on this light.

Acebeam K30GT uses 3 batteries..
it comes with a factory warning:
"Warning

1.Do not mix and match brands and models, old and new, used and unused batteries.
"

I consider multibattery less safe than a light that uses One battery.
It does not have built in charging, so not the simplest way to introduce a new person to LiIon power

by contrast the Warrior I suggested uses only one battery, one of the largest, most state of the art capacity, in the present market, And it has built in charging..

"Long Runtime: Powered by a 5000mAh 21700 battery"

so imo, I would keep away from any light that uses more than one cell, and requires external charging.. for a beginner..

otoh, a light with built in charging and one battery, allows a new user to have a relationship that is focused on his new flashlight. without needing to develop a relationship with multiple batteries and chargers.

single cell with built in charging, is really a turnkey solution, for someones first Light Sabre.. lol

Adults, who are not absolute wusses, can figure out how to put 3 charged batteries in something.

It doesn't depend on age, it's a matter of discipline and priorities. I once gave a gift to my friend - Fenix with built-in usb charger and 18650 battery. As a result, the battery died completely, he never charged it until the flashlight completely stopped shining, he could also use it completely and leave it discharged for 3-4 months. I gave him another battery with built-in overdischarge protection, and she also died (more precisely, her control board). As a result, I gave him a simple Streamlight SURVIVOR for firefighters for 4 AA. When the battery runs out, he just changes it. At the same time, he is an excellent IT-specialist and gets along well with technology.

Thank you for your concerns as far as charging batteries. I am confident that he can handle it. I can explain to him any questions he might have.

If I was new to this, I'd want built in charging. Just simplifies things. My first wow light was the tiny monster tm23. Still one of my favs. I think the Imalent dx80 is a good suggestion for that reason.

Thank you for the links. The specs for the light say it needs batteries capable of 12A but the battery link says 10A discharge capability or am I misunderstanding?

Multi-battery management is a very serious safety issue. If this person is not using a voltmeter and not managing the labeling and use of each battery he may find himself starting his house on fire. Further, if he inhales the fumes from that fire he could permanently lose lung capacity. The issue is that in a multi-battery format each battery should drain at about the same rate. If there are mis-matched batteries one might drain fully before the others, heat up, start a fire, and possibly turn the flashlight tube into a grenade - think shrapnel wounds. I have only one two cell 18650 light and I manage those batteries extremely carefully. I hate that I have to do that and I do not let anyone else use that light. I have to lock it out when not in use.

If you just want some big output/big throw I have been super happy with the Acebeam T27 so far. USB C charging and a nice UI. And well under your budget too.

The K30 GT does not draw that many amps because of it being 12.5V.
Even if it draws 7A, that would mean the 90.2 is running at nearly 90Watts,, which it is not.

I'v used both NCR18650GA & NCR18650BD in that light, using all the same cells obviously at once.
***** Truly a fantastic light,, the fact there are not multiple threads on it is a real headscratcher.

The above Panasonics' are plenty strong
