Yes , you have heard this before , usually with a protected cell ..
I went through my RCR123A collection and sure enough a cell was reading 0 volts ..
I tore off the plastic sleeve covering the battery and sure enough the negative tab had broken on the protection circuit so there was no contact ...
No contact = 0 volts ...
I removed the protection circuit , and wrapped some packing tape around the cell , and now have a fully functioning non protected cell .
One could use some heatshrink sleeving , :thinking: , but I did it in packing tape .
