Seeking NiMH/Eneloop Charger that can go to 8 (or 10)

I'm seeking a NiMH that with an adjustable charge end point. In other words, the ability to charge a battery to "80%" or "100%" or even "110%" on demand. This would be for keeping batteries stored to 80% normally, but then top them up quick for actual use.

Is there a charger or charge controller that integrates that function, and/or can "go to eleven"?

There are now charge controllers for smartphones that can do the 80% trick -- has anyone brought this to retail for AA AAA batteries?

SkyRC MC3000 can do all of that stuff and more.

I don't know if they've come out with an updated charger, as somewhat promised, but that was about the best of the best for consumer chargers.
