T5 LED overall brightness

Lets say I bought a sampling of T5 white LEDs and filed down the lens so it is flat. What LED would perform the brightest at 20ma?

I understand that LEDs brightness is often indicated by how the beam is concentrated by the lens. Removing this should show a more accurate output.

There are MANY flat top 5mm LEDs on the market. Filing a round top will severely decrease output.
