The brighter you drive the LED, the less runtime you get and vice versa, they're the same thing really. So a better term to be using is
efficiency to describe both runtime and brightness potential.
In terms of durability, they're both Cree (company) XR-E (model) leds, essentially the same thing. The only difference is one is more efficient.
The R2 (flux bin) is one step more efficient than the Q5 (flux bin).

The WC part refers to the tint... or apparent color of the white LED.
HO in both case means absolutely nothing that I can tell; where did you get the HO from? Generally I'd think it is a marketing (aka BS) term refering to high output, not a technical term about the LED.
To answer the question the R2 is the better LED (versus the Q5) given the criteria you provided.
