I have been looking for a good light to carry backpacking and have only found 1 contender, the E1L...

A good backpacking/survival light must
-be reliable
-have a "very low" low and a high mode

and is should (imo) have
-simple UI
-small size
-hat clip

The E1L fits the bill perfectly, although I think it could be a bit brighter... even though I have never really used one in person...

Surefire seems to be about the only company that makes a light like this. Anyone know of others?

Probably because headlamps are filling that particular need these days, and for a lot less money.

Some would also say some Fenix and Olights lights would be good too.

The Fenix L1T V2.0 and L2T V2.0 are both two mode lights(tighten bezel for high, loosen form low), but low might be too high on all of their lights. Unless the light is seriously abused, they should be pretty reliable.

The Nitecore and the newer Jetbeams might also fit the criteria(ability to have a really low low).

The multiporpose clip on the E1B hat clips very well.
I suspect that there are a number of resons.
First of all SureFire does it so well.
Second their are patient numbers on the surefire lights which may be infringed upon if others started making clones.
It may not be a really popular market?
