I thought voltage varies from bin to bin...i didnt know theres a standard...

The voltage to drive an LED varies with the bin -AND- with how much current you want to drive with as well.
A white Lux-III can have a spec drive voltage (where spec is the voltage needed to drive 700 ma of current through the LED) from about 3.00V to about 4.xxV.
