Why is the rage on 2 watt and the tec 40 4 watt when they both use 4aa alkaline batteries?

I thought the Xenon bulb was brighter than a Krypton one?

is the tec 40 one of the brightest 4aa lights?

Rage uses 4 AAA's, Tec 40 uses 4 AA's.
Rage has a proprietory lamp/reflector assembly
Tec 40 is supplied with a PR2 base halogen bulb

Both are quite bright with good beam quality (subjective). Tec 40's beam is more robust because of higher output.

Tec40 bulb is rated at 4 watts by Princeton Tec on their website. The bulb is Halogen, not Krypton. Halogen tends to be brighter than either Krypton or Xenon.

What?!? Halogen tends to be brighter than Xenon? I knew that halogen was brighter than krypton, but I thought I read that Xenon was brighter than halogen. All this time on CPF, and I never knew that. Learn something new every day...
