Best Quality Fanless PCI+TV Out?

I am going to be hooking up a thin client to my TV as a silent media extender. The thinclient has a free PCI slot. Does anyone know what fanless PCI video card has the best quality TV out? I don't care about gaming, just video.

I heard that the order used to be Matrox-->ATI--->Nvidia. I also think there may be stand-alone PCI VGA-->S-video converter cards.

Any thoughts?

These are PCI cards at newegg.com. It looks pretty ugly. They look like pretty old borderline chipsets. The one's with newer chipsets seem to have fans and cost a lot. The radeon x1300 used to be a cheap (~$50), decent card available without a fan.

I think I have narrowed it down to a few options:

1) Matrox G450 PCI

Supposedly, the quality is not quite as high as the G400 Max; however, it can be found quite cheaply, and with the special cable should be only about $20 if I am patient.

2) A PCI video card with the Conexant CX25871 TV encoder chip. I am still looking for one, without fan, and at low cost....

Does anyone know of a fanless PCI card with the Conexant CX25871 chip?
