galvinazation (Steel and Alu)

I am working on a project and was wondering if a black-oxide coated steel piece next to aluminum will make it galvanize?

If would would it be safe enough just to seperate the two surfaces with a piece of rubber.

Also the screw that goes through the steel into the alu, should it be steel or alu?

Should I not bother with this and just stick with all aluminium hardware?

For the screw I was thinking loctite since I do not want it to come apart.

Would I use the antiseize between the black oxide steel and the alu?
