Is there any small size(<70mm) yet powerful flashlight (>200 lumens) in the market?
 
My Jetbeam Jet II Pro IBS is 95mm or so and 225 lumens on max.

Think the Fenix P1D is shorter but i dont think it is over 200 lumens
 
200lm is going to be difficult without a severe cost of runtime and heat. LED is a definite. Maybe an underdriven MC-E with a thick Al body for a 'sink, running off one RCR?
 
The Raw NS puts out 200 lumens. The draco puts out slightly more. Run time at that level will be short.
 
RCR2 direct driving a higher bin current gen LED should give you the output you want. The Orb lights might be what you are looking for.
 
The problem with having a light that small and that bright is that in a couple minutes, the light will get so hot you probably won't be able to hold it, and the heat will kill the life of the LED.
 
If you want to sacrifice 20 Lumens, you can have it readily available:

The Fenix P1D Q5. It is only 7,1cm long. In high it puts out 180 Lumen... for an hour. Then its single CR123A-battery is dead.
It's not too expensive and impresses with lots of lumens in a very small package!

I don't know how big a Surefire E1 is, and this will KILL your budget, but you can have Milkyspit build you a Roomsweeper - a 700-lumen monster that'll run for about 20 minutes on one lithium-magnesium-phosphate rechargeable cell.

No kill like overkill!
