A few weeks ago my family and I were lucky enough to witness this occur. The cloud stayed these colors for about thrity minutes. Beat anything I ever saw. At the same time there was a halo around the sun that was almost overhead. This was about two o'clock in the afternoon.

It is a treat to see. It's enough to stop you from whatever you're doing in order to watch it. I've seen one once, but it was nearer to directly overhead. I've wondered if they were visible nearer the horizons.

I saw what I believe were noctilucent clouds here in Sacramento last year, but I was unable to obtain any photographs of them because it was too dark outside to do so.

That is a phenomena called Iridescence, if I recall correctly...it is actually fairly common.
