Noob question.... torch modes?

Noob here so perhaps this is a rediculous question.
I see all these new lights with 5-20 modes. Why don't they offer an "unregulated" mode... where DC-DC is bypassed and the emitter is just directly driven? Wouldn't that allow the operator to capitalize on that initial burst off fresh cells? if he/she so desires... and conversely allow the user to run the cells all the way down?

With many lights, after the circuitry falls out of regulation, the light goes into an unregulated moon mode, which can suck the last bit out of a cell.

Nice idea though, having it as a specific option.
