Isnt there a 1xCR123 roundup or something in the sticky?

I would guess that since a CR123 has 3.0 volts (4.3 rechargable), that its only limitation would be heat output for such a small form. In other words, there isn't any fancy electronics needed to get the most out of the emitter. Most will be direct drive at about 1 amp.

The most efficient emitter is the XP-G R5 right now, so I'd bet that pretty much all the XP-G 1xCR123 lights are going to be pretty close in brightness.
There may be differences but I doubt you could tell that much of a difference.

If all you are looking for is insane output, usability be damned, heat doesn't matter, beam shape is no concern, and you can use an IMR battery that can hadnle the drain, I'm guessing some SST-90 drop-in using one of the heads that can fit either a FM or surefire body will be the brightest.

If you are looking for an actually usable, practical light....then there are other answers, and there is a round-up around here somewhere that will help you.
 
For surefire and other p60 comatible lights. Solarforce l2m is a cheap 1 cr123 p60 host for it. I think p60 hosts are to big for pocet edc. Here is a list of hosts for p60: http://www.candlepowerforums.com/vb/showthread.php?t=186661
If you want a compact light with a lot of punch, you should check out the quark mini 123. Smaller than most 1 cr123, but just as bright.
 
I don't know if it's the brightest, but the Quark Mini123 is definitely a 'wow' flashlight. A lot of sting from a tiny, tiny source.

Brightest single cell cr123 I have is the PD10.
I have a solarforceL2m on the way,I'm looking forward to experimenting with drop-in and battery
configurations. This is the second thread to mention
bring able to pull more out of an RCR123. :) mini monster lights LOL
 
Get the ITP SC1 Eluma, you will not be dissapointed. Its super bright and about $40. One cool feature is a seperate button to control the modes. You can run 3 volt standard 123's or 4.2 volt rechargables for a super bright pocket light.With the 4.2 volt batts Its brighter than any single 123 Fenix or Quark as well as many others, way brighter and better color than any Surefire single 123 light too. This is my favorite config for my EDC pocket carry and have tried many including customs and this is what I carry now.
