Easiest way = 12v Car or motorbike battery , which is recharged by solar cell , and you then just feed 12v to the charger and charge batteries via the 12v battery .

There might be some sealed 12v batteries out there as well .
 
Make sure you use a charge controller, and as suggested try to stick with 12v (add a car lighter socket) rather than using an inverter.

For starters a car battery , 10w panel and 5amp charge cotroller is fine. If you continue down the solar route you may want to consider a deep cycle battery, better controller, fuses and also add a small inverter for other uses.
Once you have a small set up, I'm sure you'll get hooked.

Isn't this kind of stuff can charge any electronic product including your Ultra Fire WF-139?I'm really not very clear about these things,and not sure if I could help you solve your problem.But I really enjoy communicating with you guys and figure out what I don't know. And someone even DIY solar chargers,maybe you can make one by yourself to meet your needs,right?Good luck for you to find a suitable solar charging system to power up your Ultra Fire WF-139 in grid out situations!:p

old4570 & cottonpickers have provided sound conceptual guidance for assembling a decent 12 volt solar system with general applicability beyond merely powering the WF-139.

However, if all that is desired is the ability to charge Li-Ion cells, then I must point out that cottonpickers is being modest in not drawing attention to the products he's producing and making available in the threads linked in his signature (see his post above).

Sometimes, the more direct (and in this case more portable) solution better fits the need. :)
