I'm looking for an extra heavy duty open-face pocket watch. Anyone know who might make such a thing?

I'd try places supplying to the blind. I've seen what I think you are looking for at some time in the past. Stuff for the blind seems to be built to take a battering so this might do the trick.

Ummm...I'm not being rude, but what is a blind guy going to do with a pocket watch?
"Excuse me, sir, could you look at my watch and tell me what time it is?"

Perhaps I just show my ignorance of how the blind live...

I know there are talking watches, are there braile watches? Do any of these come in pocket variety?

I'm glad you asked because it was bugging me too...I'm still not clear as to the reasoning though even after seeing the site you linked.
 
I recommend the Victorinox watch. I've carried one for years with no problems. I work construction and it really takes a beating.
