I tried to access it from another computer, but with no luck.

Well get this...

All of the other websites I have loaded have been loading for me. All except for paypal. I did a soft reset of my router and cable modem, thinking "oh what the heck." For some reason I am now able to access the paypal website. I am sorry for jumping too quickly on this.

Thank you for making me realize the problem is on my end, not paypal's.
