Advice on new small backup torch

I am looking for a cheap, small, bright, rechargable torch with decent runtime. I'd decided on an Ultrafire wf502b with an AW 18650 or AW 17670 battery depending on fit and one of the brighter d26 lamp assemblies from LF, WE or G&P. Then I discovered leds (theres so much to learn here), would I be right in thinking that a d26 cree drop-in would be brighter and have a longer runtime than the incandescents?
