Need info on a custom flashlight to work titanium.

I have a 24" long 1 1/4" thick piece of grade 23 (eli) titanium rod id like made into a 20" flashlight.. Just enough room drilled in one end for a 18650 battery and threading for a head that is also made by whoever takes on the project. Not looking for fancy infact id like the head to be as close to the body size as possible. Also some grip pattern and lens be recessed. The rest is totally up to the maker, Like electrical ect.

If anyone knows someone let me know please.. Willing to pay 300 to 400 for the work.
